The story follows Sakura Sakurakoji, a high school student skilled in martial arts, and a mysterious newly transferred student named Rei Ogami. Rei is a member of Eden, a governmental organization operating in the shadows, whose apparent goal is to uphold order. He uses his power to eliminate all those who evade Justice.
